I looked at the slides on the website and I see what you are referring to.
Note that, below the image, it states "(an arbitrary image found on the Internet...)".
Since it's just an arbitrary image, there is no implied correlation between the discussion and whatever happens to be circled in that particular image. The intent is just to illustrate the notion of turning a logic design into a hardware implementation.
Having said that, I agree that a better image could be found. The bigger problem I have is that the discussion is specifically talking about implementing the logic in silicon, yet what they show is a printed-circuit board. HDLs are seldom used for PCB design (though there are some tools that are trying to push in that direction).
A better image might have been a die-photo of the
74181 ALU.
