Are comments supported in the hack file with the machine language?

No.

The ONLY thing that can be in the hack file are lines consisting of exactly sixteen 0's and 1's representing exactly one Hack machine code instruction.

For convenience, these are ASCII text files so that the contents can be easily viewed. In the "real world", these files would be binary files with two bytes per instruction.
