Contradictory specs in memory.hdl

In the Memory.hdl file is the following statement:

"Only the upper 16K+8K+1 words of the Memory chip are used."

This does not jive with the book, specifically Fig 7, which clearly shows that only the lower 16K+8K+1 words are used.

Examination of the specific addresses (which are the same in both sources) for the screen and keyboard argue that, in fact, it is the lower portion of the 15-bit (64K) address space that is used.
