Maybe I'm missing something, but isn't an Or16Way chip very useful for building the ALU? If so, why not have the students build this in Chapter 1 along with Or8Way? It's not a big deal, it just breaks the flow of the assignment and there is a natural place to take care of this earlier...
I see your reasoning, but in my opinion this is a gap that allows for some creativity from the student. N-way or's are rather trivial regardless of their input size.
