I have a question - why when I build the RAM16K from 8 RAM4Ks it is working, but when I build it from 4 RAM4Ks it is not working?

Perhaps you are not connecting all the required address lines to the RAM4Ks so you've effectively made your RAM16K from 8 RAM2Ks.
