Synchronizing the clock for all sequential circuits?

Hello,

In theory, the clock signal should arrive at all sequential chips throughout the platform at exactly the same time, right? But how do we adjust this for the propagation delay of the clock signal?  For example, if the oscillator is built into the CPU, wouldn't the clock signal take longer to arrive at memory than to the flip flops in the CPU? Thanks.
