Trouble debugging Memory.hdl

Would someone be willing to look over my Memory.hdl file?

I came up with a strategy on paper and convinced myself that it works. But my Memory.hdl fails the test script and I'm not sure how to debug to figure out why the correct behavior is not occurring.

Actually, I just found and corrected the issue. I guess the pressure of public posting kicked me into a higher gear. : )
