if you've ever seen (and heard) and old pendulum clock, with each swing of the pendulum weight, it releases a latch on the gear to turn by one tooth, giving an audible "tick-tock" as it swings back and forth.
This is the metaphor that is then used in electronic clock cycles.
The idea that at the top and bottom of the square wave cycle, we have switched between the logical voltage values of "on-off"
