In order to understand tick-tock, I used the builtin PC chip and went through Figure 3.5 of book step-by-step; I also watched "Unit 3.4 Counters" a couple of times. I think I understand the clock/cycle now.

My implementation is still failing, however. I'll create a schematic and send over later today.
