Are the test programs, Add.hack, Mult.hack and Rect.hack still available? I was able to download the .tst and .cmp files but the .hack files are missing.

They're still there.
On the home page follow the study plan link, then the link to Project 5 and then the download link for project 05.zip which is quite far down the page in the steps section.
The zip folder you get contains files Add.hack, Max.hack and Rect.hack
