what happened to the 3rd line?

I don't understand why the out[16]=1 instead of -1;
I don't know what happened to the 3rd line.
Can anybody give me a clue?

it has passed the nostat.tst test.

Problem solved!
I found the problem was in the Or16Way.hdl i wrote for this chip.
