When the Hardware Simulator acts strangely, especially involving the eval button and/or editing pin values, it's usually because an input or output to the chip is disconnected. The error may be in a component chip that the top-level chip is using.

If you can't find it, you may email me your HDL files and I'll see if I can tell what's happening.
