Question regarding And16 gate (or any chip uses buses)

Is there a better way to implement this chip than just using 16 'And' gates

This is the right way to implement And16.

When you get to to Mux4Way 16, you will see that there is no Mux4Way that you can use 16 times. This is a hint tha there is a better way to make Mux4Way16 using Mux16 chips.

Please edit your post to remove the correct HDL.
