But sel[0..0] is just a single bit -- it is the lowest order bit of 'sel'. What are you driving sel[1] with? Nothing! How does a Mux4Way16 behave if it's high order bit isn't driven by anything? I have no idea -- it is what is known as "undefined behavior".
